FIFA 21 uses the location of where the game was purchased to determine what languages to support. That’s why Arabic, for example, is not supported in certain countries, such as the UK.
Unlike most games, FIFA 21’s settings overlay lacks the option to change the in-game language. The game prompts you with a language warning every time you launch it, making sure that you never get lost inside the menus. If you were to find your in-game texts in a completely different language after a break, all you need to do would be restarting your game to pick the language you prefer while the game’s launching. Hopefully, on next-gen versions, you don’t need to select the language every time you start. There is an option on the settings menus that let you select the language you want as default.

Commentators are controlled by AI and they give a running commentary of a game as you play. Audio commentary is region locked but, in certain situations, you can download commentary languages as DLC:
